PeopleTec's founders and principals have an outstanding history of providing excellence in the technical and defense services sectors. Each member of our corporate leadership holds over 20 years of experience in his or her respective area of responsibility.

Ms. Terry Jennings
Co-Founder, Chairman of the Board, CEO
Ms. Jennings' professional career has spanned many facets of corporate administration and employee relations. She has over 25 years of experience in the defense services industry. Prior to joining PeopleTec, she was a corporate Vice President of Administration at SAIC where she oversaw administrative operations for the southeast region. From 1995 through 2003, Ms. Jennings was the Chief Administrative Officer, Corporate Secretary and a Director at Quality Research, Inc. She was responsible for all aspects of corporate administration including Human Resources, Security, Facilities, Technical Publications and Corporate Information Systems. Ms. Jennings attended Motlow State College in Tennessee.

Mr. Doug Scalf
Co-Founder, President
Mr. Scalf's entire professional career has been in the technical services industry where he has held positions from Systems Analyst to Senior Vice President. Prior to joining PeopleTec, he was the Vice President of Operations for Modeling, Simulation & Training at SAIC. From 1997 to 2003, he served in various roles including Vice President and Senior Vice President for Quality Research's Modeling, Simulation & Training Group. In this capacity, he was responsible for over 250 employees in eight states and annual revenues of over $25M. From 1982 until 1997, Mr. Scalf worked at Computer Sciences Corporation in various technical and management positions. He received a B.S. in Electrical Engineering from the University of Alabama in Huntsville and has over 30 years of experience in the area of modeling, simulation and technical program management.

Mr. Frank Jennings
Chief Operating Officer
Mr. Jennings' professional career includes over 30 years of experience in Finance and Government contracting. Prior to joining PeopleTec in 2005, Mr. Jennings worked as a consultant to local small businesses preparing cost proposals and establishing DCAA-compliant accounting systems. From 1991 to 1999, Mr. Jennings worked for Tec-Masters where he was Vice President of Operations, responsible for overseeing the day-to-day operations of the company and interfacing with the managers of 200 plus employees. From 1986 to 1991, he worked as the Director of Program Control for SRS Technologies. Prior to 1986, Mr. Jennings spent 12 years in the public accounting industry working for various CPA firms. He earned a B.S. in Business Administration, with a major in Accounting, from Tennessee Tech University.

Mr. Stan Pruett
Executive Vice President
Mr. Pruett is a retired Air Force Brigadier General with over 30 years of management and engineering experience, including 15 years in Missile Defense. Mr. Pruett supports the company’s Technical Fellows Program and provides oversight for technical contracts. He also directs PeopleTec’s research and development programs. Prior to joining PeopleTec, Mr. Pruett served as program manager of Boeing’s Weapon Systems Operation Support Group which supported the GMD program and Test Manager for the Boeing activities for the MDA BMDS Integrated Flight Test. He earned a B.S. in Aerospace Engineering from Auburn University and an M.S. in Engineering from University of Alabama in Huntsville.

Mr. Darrell Flores
Chief Information Officer
Mr. Flores has over 30 years of professional Information Technology experience with the last 17 years focused on Cybersecurity and Information Assurance. He joined PeopleTec in 2011 as the Director of IT, Security, and Facilities. Prior to joining PeopleTec, Mr. Flores worked for SAIC as an Information Systems Security Manager serving as the principal advisor responsible for developing and maintaining the Information Systems security program. Mr. Flores spent 21 years at Intergraph Corporation in various positions with over 12 years as a Technical Manager responsible for corporate System and Network Administration. Mr. Flores earned a B.S. in Computer Science and M.S. in Information Assurance and Security; both from the University of Alabama in Huntsville.

Ms. Anna Catherine Osteen
Chief Financial Officer
Ms. Osteen brings over 15 years of financial experience to PeopleTec and provides accounting and finance support for both the commercial and Government sectors. Ms. Osteen joined PeopleTec in 2006 as Accounting Manager and served as the Director of Finance since 2012. Prior to joining PeopleTec, Ms. Osteen served as a Public Accountant with White Fleming & Co., P.C. She received her CPA in 2006 and is an active volunteer supporting a number of community organizations. Ms. Osteen earned a B.S. in Business Administration and a M.S. in Accounting from the University of Tennessee.

Ms. Julie Richardson
Chief Administrative Officer
Ms. Richardson has over 15 years of experience in Human Resources Administration with a focus in benefits administration, staffing, regulatory compliance, and employee relations. Ms. Richardson joined PeopleTec in 2015 and has served as Director of Human Resources since 2017. Prior to joining PeopleTec, she served as Human Resources Manager at QuantiTech and Human Resources Business Partner at SAIC. Ms. Richardson earned a B.S. in Management of Human Resources from Faulkner University and a Master’s Certificate in Employee Relations from the School of Industrial and Labor Relations at Cornell University.

Mr. Paul Schloss
Chief Business Officer
Mr. Schloss earned his BS in Business Administration from the University of Alabama in Huntsville and brings over 20 years of financial management experience in the defense industry supporting contracts for major government organizations such as the US Army, Navy, Air Force, Coast Guard, and Department of Homeland Security. Prior to joining PeopleTec, he held positions at Engility and Alutiiq, LLC. Most recently, Mr. Schloss was Director of Program Control at Tyonek Native Corporation, where he financially managed over $160M in revenue annually. PeopleTec is very pleased that Paul Schloss has joined our company and looks forward to his many contributions to the team.

Mr. Bill Sommers
Chief Technical Officer
Mr. Sommers brings over 35 years of systems and software engineering experience in missile defense and aerospace applications including over 25 years as lead for development of the community-standard Kinetic Impact Debris Distribution (KIDD) model. Mr. Sommers leads our Technical Fellows Program and provides oversight for Technical Contracts. He earned a B.S. in Mechanical Engineering from University of Alabama Huntsville and a M.S. in Mechanical Engineering from California Institute of Technology (CalTech).

Dr. David Noever
Chief Scientist
Dr. Noever has over 30 years of experience supporting NASA and the Department of Defense in the areas of machine learning, algorithms, and data mining. Dr. Noever joined PeopleTec in 2009 and serves as a Senior Technical Fellow. He has authored more than 100 peer-reviewed scientific research articles, contributing to applications for innovative neural networks, artificial intelligence, and predictive reasoning. Dr. Noever received his bachelors (B.S.E.) in Chemical Engineering from Princeton University and earned his doctorate (D.Phil.) in Theoretical Physics from Oxford University, where he studied as a Rhodes Scholar.

Mr. Chris Horgen
Mentor
Mr. Horgen is both the Senior Managing Partner of the Southeastern Technology Fund and an Operating Consultant with Eastside Partners. While serving at the Southeastern Technology Fund, Mr. Horgen has directed 10 investments, totaling approximately $120 million. He has over 30 years of experience in mergers and acquisitions, financial advising and company operations. Mr. Horgen brings a wealth of operational and management expertise having been the founder of Nichols Research Corporation (Nichols) and serving as its Chief Executive Officer (CEO) and Chairman for 18 years. He has served on the Board of Directors of four public companies and four defense technology companies.

Dr. Dusit Charern
Mentor
Dr. Charern was the Founder and CEO of Quality Research for over 15 years. Dr. Charern mentored Doug Scalf, President and Terry Jennings, Chief Executive Officer, both founders of PeopleTec, during their time as Executive Officers at Quality Research. The entrepreneurial training received under Dr. Charern was invaluable in providing the experiences that the founders used in establishing PeopleTec. Dr. Charern's high-level advice and guidance became the foundation of PeopleTec and is consistent with his people-oriented culture at Quality Research. Dr. Charern's "people first" principles were critical in laying the platform and establishing PeopleTec as a customer and employee-centric company.
